Article 1: Name
1.1 The name of the organization shall be Catholic Students’ Overseas Community (CSOC).
Article 2: Purposes
2.1 The aims of the organization shall be:
2.1.1 To provide a network of fellowship and spiritual support for Catholic students studying outside of Singapore;
2.1.2 To help Catholic students studying overseas live their faith more fully.
Article 3: Statement of Faith
3.1 The organization believes:
3.1.1 In One God, the Father Almighty, maker of heaven and earth, of all things visible and invisible
3.1.2 In Jesus Christ, the only-begotten Son of God, Light from Light, God from God, begotten not made, consubstantial with the Father, through Whom all things were made
3.1.3 For us men, and for our salvation, He came down from heaven, and by the Holy Spirit was incarnate of the Virgin Mary, and became man
3.1.4 For our sake He was crucified under Pontius Pilate, He suffered death and was buried, and rose again on the third day, in accordance with the Scriptures
3.1.5 He ascended into heaven and is seated at the right hand of the Father
3.1.6 He will come again in glory to judge the living and the dead, and His kingdom will have no end
3.1.7 In the Holy Spirit, the Lord, the giver of life, who proceeds from the Father and the Son, who with the Father and Son is adored and glorified
3.1.8 Who has spoken through the prophets
3.1.9 In one holy, Catholic and apostolic Church
3.1.10 In one baptism for the forgiveness of sins
3.1.11 In the resurrection of the dead, and the life of the world to come.
3.2 The organization believes as true all that is proposed for belief by the Catholic Church and shall promote nothing contrary to Catholic doctrine and spirituality.
Article 4: Committee
4.1 The Committee shall consist of a President, a Treasurer, a Secretary, a Publicity Secretary, a Prayer and Worship Secretary and, if desired, up to two other general Committee members. The Spiritual Director shall also have an ex officio position in the Committee.
4.2 Membership of the Committee shall be open to anyone:
4.2.1 Who is a Singapore citizen or resident;
4.2.2 Who is enrolled in an academic institution in a country other than Singapore; and
4.2.3 Who is a practising Catholic.
4.3 Committee members will be selected by the previous Committee and approved by the Spiritual Director. Applicants have to be enrolled in an academic institution in a country outside of Singapore at the time of application and appointment.
4.4 Amendments to the Constitution have to be agreed upon unanimously by the Committee and approved by the Spiritual Director.
4.5 Committee members shall hold office for a term of one year, unless re-appointed. They can only be re-appointed to the Committee a maximum of one time, even if to a different position.
4.6 If the President resigns, the Committee shall re-appoint an existing Committee member as President, subject to the approval of the Spiritual Director.
4.7 If a Committee member other than the President resigns, the Committee shall decide whether to absorb the duties of the office, re-appoint an existing Committee member to the vacant position, or appoint a new Committee member, subject to the approval of the Spiritual Director. If the vacant position is taken up by a new Committee member, the remainder of the term served shall still count as one term, with respect to Article 4.5.
4.8 The Committee shall follow the advice and guidance of the Spiritual Director in making its decisions.
Article 5: Duties of Office-bearers
5.1 The duties of the office-bearers shall be as follows:
5.1.1 President: The President shall chair meetings, regulate the proceedings of the Committee and organization, and interpret the application of the laws. In the absence of the President, another member of the Committee chosen by the President shall fulfill his duties;
5.1.2 Treasurer: The Treasurer shall receive all money due to the organization and make all payments, keeping an account of all such receipts and payments. The accounts shall be made public, through a medium deemed fit by the Committee. The Treasurer shall also assist the President in matters relating to sponsorship;
5.1.3 Secretary: The Secretary shall take minutes of all Committee meetings. The Secretary shall also assist the President as required in liaising with the Archdiocese of Singapore and with external agencies and organizations;
5.1.4 Publicity Secretary: The Publicity Secretary shall promote the events and activities of the organization and assist the President in managing the organization’s new media outreach;
5.1.5 Prayer and Worship Secretary: The Prayer and Worship Secretary assist the President and the Spiritual Director in planning and managing the events and activities of the organization related to prayer, spirituality, faith formation and the liturgy.
5.2 The general Committee members, if there are any, shall fulfill roles stipulated by the Committee.
Article 6: Spiritual Director
6.1 The Spiritual Director shall be a member of the clergy or religious appointed by the Archbishop of Singapore.
6.2 The Spiritual Director shall provide the organization, where necessary, with spiritual support, guidance and faith formation. The Spiritual Director shall also safeguard the Catholicity of the organization.
